$25 Million Project to Improve Fisherfolk Livelihoods and Climate Resilience

The Ministry of Agriculture, Fisheries, Blue, and Green Economy has officially signed contracts to build 50 boats and upgrade three fishing landing sites across Dominica. This initiative, part of the World Bank-funded Emergency Agricultural Livelihoods and Climate Resilience Project, was formalized in a ceremony held on September 6 at the Ministry of Finance Conference Room.

The project aims to enhance the livelihoods of fisherfolk by providing essential resources, including engines and equipment, alongside offering training for boat builders and improving facilities for boat construction.

Julian Defoe, Minister of State in the Ministry of Agriculture, highlighted the significance of this development, stating, “Post-Hurricane Maria, the government strategically secured $25 million from the World Bank for the restoration of the agriculture sector, which includes fisheries.” He added that $5.4 million will be directed towards restoring fisheries livelihoods, with an additional $2 million from the government through the Contingency Emergency Response Component (CERC), aimed at tackling the impact of COVID-19.

Defoe further stressed the importance of investing in modern infrastructure and training, as these efforts are key to building a robust and climate-resilient fishing sector.

Additionally, upgrades to locker rooms, storage, and other critical infrastructure at the landing sites will ensure fisherfolk have safer and more efficient working environments. These improvements are expected to drive fish sales, restore livelihoods, and enhance community resilience.

Finance Minister Dr. Irving McIntyre also spoke at the ceremony, emphasizing the project’s role in promoting economic growth. “The contract signing is a step towards achieving macro development outcomes, as outlined in the recent budget address,” McIntyre noted.

The construction and distribution of the boats, alongside landing site renovations, will allow fishermen to increase their catch, reduce the need for imported seafood, and boost local earnings. This initiative supports national food security efforts and ensures a steady supply of fish for local consumption and export.
