Roseau to Portsmouth Road
The Roseau to Portsmouth Road, officially known as the Edward Oliver Leblanc Highway and previously the West Coast Road, is the island’s primary transportation route along Dominica’s west coast. This vital road links the capital, Roseau, with the northern town of Portsmouth, covering approximately 45 kilometres and connecting key areas such as Mahaut, Massacre, Canefield, Mero, St. Joseph, Dublanc, Colihaut and Coulibistrie. The road supports Dominica’s economy by facilitating tourism, commerce, and daily commutes.
Infrastructure and Climate Resilience Upgrades
The Roseau to Portsmouth Road underwent substantial reconstruction after significant damage caused by Tropical Storm Erika (2015) and Hurricane Maria (2017). Supported by a $100 million grant from the Chinese government, managed by China Railway 17 Bureau Group Co., Ltd., the project involved road resurfacing, bridge replacements, and drainage improvements to enhance the road’s resilience against future climate impacts. The route crosses major bridges, including the Hillsborough Bridge in the Layou Valley, providing a safe and sustainable transportation network for the island.
