Dr. Gerard Jean-Jacques

Dr. Gerard Jean-Jacques is a distinguished public servant and academic from Dominica, currently serving as Dominica’s Ambassador to the Caribbean Community (CARICOM). He officially presented his Letter of Credence on February 7, 2025, reaffirming Dominica’s commitment to regional collaboration and sustainable development.

Dr. Jean-Jacques holds a PhD in Political Science from Université Laval in Quebec, Canada, which he earned in 2016. His doctoral thesis, titled “Power Relations and Good Governance: A Social Network Analysis of the Evolution of the Integrity in Public Office Act in the Commonwealth of Dominica,” focuses on governance and public administration.
Throughout his career, Dr. Jean-Jacques has held several key positions within the Dominica government, including:
- Chief Development Planner (Ag.) in the Ministry of Finance, Economic Development, Climate Resilience, and Social Security.
- Permanent Secretary in the Office of the Prime Minister; Ministry of National Security and Legal Affairs; and Ministry of Tourism.
As CARICOM Ambassador, Dr. Jean-Jacques emphasizes addressing shared regional challenges such as climate change mitigation, renewable energy, food security, housing, education, and healthcare. He advocates for increased investments in artificial intelligence to develop innovative solutions for the challenges the region’s small states face.
