Minister Pinard Urges Northern Entrepreneurs to Embrace Innovation and Growth

State Minister for Entrepreneurship and Small Business Development, Darren Pinard, is encouraging entrepreneurs in Dominica’s northern region to embrace innovation and seize opportunities for growth. Speaking at a recent business forum in Portsmouth, Pinard emphasized that the government stands ready to support creative and ambitious business ventures that contribute to the nation’s economic diversification.
Pinard highlighted the government’s ongoing efforts to create an enabling environment for small businesses, including access to financing, technical training, and marketing support. However, he stressed that true progress depends on entrepreneurs being willing to adapt to evolving market demands and technological advancements.
We can provide the framework, but the innovation must come from the entrepreneurs themselves. We want to see businesses thinking beyond traditional offerings—exploring technology-driven solutions, creating unique products, and tapping into emerging sectors like eco-tourism, agro-processing, and creative industries.

He pointed to several successful enterprises in the north that have thrived by embracing innovation, including businesses utilizing solar energy, locally-made organic cosmetics, and digital marketing services aimed at promoting Dominica to a global audience. Pinard noted that these examples demonstrate how creativity and adaptability can open new doors, even in challenging economic conditions.
The Minister also addressed concerns raised by some business owners about limited access to affordable financing and high operational costs. Pinard assured them that the government, through the Dominica Youth Business Trust (DYBT) and other agencies, is working to expand low-interest loan facilities and provide mentorship programs to guide entrepreneurs through the complexities of business management.
We recognize the challenges, and that’s why we are not just offering funds but also working to build a support ecosystem that helps businesses succeed long-term.

Pinard urged the business community to form stronger networks and partnerships, both among themselves and with regional counterparts, to share knowledge and create collaborative opportunities. He also called on established entrepreneurs to mentor younger business owners, fostering a culture of innovation and resilience across generations.
Dominica’s future depends not only on government action but on the creativity and resilience of our people. Entrepreneurs in the north—and across the island—have a critical role to play in shaping that future.
