Job Description
The Government of Commonwealth of Dominica (GOCD) has applied for financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Water Sector Strategic Development Works Project and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payment by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits a withdrawal from the Financing Account for the purpose of any payment to persons or entities, or for any importation of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Finance.
The Dominica Water and Sewerage Company (DOWASCO), the Executing Agency for the Project is responsible for the overall implementation of the project. A Project Management Unit (PMU) has been established to coordinate the various activities within the Project. DOWASCO now wishes to procure consultancy services for a Community Liaison Officer (CLO).
The duration of the assignment is expected to be for a period of 18 months.
Responsibility
Under the overall guidance of the Project Coordinator (PC) the CLO will promote constructive partnerships and communication between DOWASCO and the communities on issues relating to project implementation and will be responsible for implementing community engagement activities as set out in the Stakeholder Engagement Plan (SEP).
Experience and Qualifications
Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. The Community Liaison Officer is required to posses the following minimum qualifications and experience:
- At least a Master’s Degree in Sociology, Rural Development, Anthropology, International Development, Community Development or another relevant discipline.
- A minimum of seven (7) years’ relevant practical experience encompassing stakeholder engagement practice, community development, and/or social research using participatory methodologies.
- Fluency in English is required.
- Proficient computer skills and good written and oral communication skills are required.
- Administrative and management competence would be an asset.

Consultants shall be eligible to participate if:

The subject of the email must be “Request for Terms of Reference for Community Liaison Officer for WATER SECTOR STRATEGIC DEVELOPMENT PROJECT FOR DOMINICA” and the email must contain the name, address and contact information of the person requesting the TOR.
Applications must be in English and must be submitted by 1500 hours, local time on Thursday, October 24th, 2024.

DOWASCO was established by an act of Parliament - Water and Sewerage Act#17, in December 1989 and incorporated in the same year. Prior to incorporation, the Company was known as National Water Services which was also called Central Water Authority up to 1986.
