Power Generation Facilities of Dominica Electricity Services Ltd. (DOMLEC)

DOMLEC operates a diverse mix of power generation facilities strategically located across Dominica to ensure a stable and efficient electricity supply.

Hydroelectric Power Stations

Harnessing the island's abundant water resources, DOMLEC manages three run-of-the-river hydroelectric plants situated along the Roseau River in the Roseau Valley:

These hydroelectric plants are automated and remotely controlled from the System Control Center in Fond Cole, highlighting DOMLEC's commitment to integrating renewable energy sources into its grid.

Diesel Power Stations

To complement its renewable energy portfolio, DOMLEC operates two diesel-powered stations:

  • Fond Cole Power Station: Located just north of Roseau in the Fond Cole Industrial Area, this station has an installed capacity of 13.3 MW, making it one of the largest energy production sites on the island.
  • Sugar Loaf Power Station: Situated in the northern part of Dominica, it provides an additional 6.8 MW of capacity.

These facilities ensure a reliable electricity supply, especially during periods when hydroelectric generation is affected by seasonal variations.

Renewable Energy Initiatives

DOMLEC is actively pursuing the expansion of renewable energy sources to reduce dependence on fossil fuels and promote environmental sustainability.

Geothermal Energy Development

In collaboration with the Government of Dominica and the Dominica Geothermal Development Company (DGDC), efforts are underway to develop a 10 MW geothermal power plant in Laudat, located in the Roseau Valley. This project aims to harness the island's geothermal potential, providing a stable and clean energy source. The plant is expected to be commissioned by 2024, significantly enhancing Dominica's renewable energy capacity.

Transmission Network Enhancements

To accommodate the integration of geothermal energy and improve overall grid resilience, a new electricity transmission network is being developed. This network will connect the geothermal plant in Laudat to existing hydroelectric stations and the Fond Cole substation, facilitating efficient distribution of electricity across the island. The project includes the construction of new 69 kV and 33 kV transmission lines and is financed by the World Bank.

Regulatory Oversight

The Independent Regulatory Commission (IRC) oversees DOMLEC's operations, ensuring compliance with industry standards and promoting fair practices within Dominica's electricity sector.
