The National Employment Programme (NEP), initiated by the Dominica Government in December 2013, addresses unemployment by providing job training, mentorship, and employment opportunities, particularly for the youth.
About the National Employment Programme (NP)
The NEP evolved from the Small Business Support Unit, established on October 15, 2008, to assist micro and small businesses facing financial and technical challenges. In March 2010, it was upgraded to the Dominica Employment and Small Business Agency, focusing on employment creation, poverty alleviation, and economic growth. The NEP's policy directive was outlined in the 2013/2014 National Budget Address, emphasizing apprenticeship and mentorship programs to equip individuals with necessary business skills.
The NEP encompasses several initiatives:
- On-the-Job Training & Mentorship Programme: Develops job skills and provides working experience for unemployed youth, assisting Micro, Small, and Medium Enterprises (MSMEs) in building their workforce.
- Community Employment Initiatives: Engages individuals in community-driven projects, promoting local development and providing employment opportunities.
- Graduate Internship Programme: Offers recent graduates practical work experience to enhance their employability.
- Education Mentorship Programme & Adult Education-to-Work: Provides educational mentorship and facilitates the transition of adults into the workforce.
- Marketing Assistance Programme: Supports individuals and businesses in marketing their products and services.
Impact and Developments
Since its inception, the NEP has significantly contributed to Dominica's socioeconomic development. By March 2023, over 4,352 individuals were engaged through the program, with an expenditure exceeding $29 million for that year. The NEP has been instrumental in sectors such as public service, private enterprises, and community beautification projects.
The program has undergone restructuring to enhance its effectiveness, reaffirming its commitment to providing employment opportunities and contributing to national development.
