The Police Welfare Association (PWA) is an integral body within the Commonwealth of Dominica Police Force (CDPF), representing officers below the rank of Assistant Superintendent. Its primary mandate is to address matters affecting the general welfare and efficiency of the police force, ensuring that the concerns of its members are effectively communicated to the Commissioner of Police and the Minister responsible for national security.

Key Functions of the Police Welfare Association (PWA):

• Advocacy: The PWA serves as a voice for subordinate officers and constables, bringing attention to issues related to their working conditions, remuneration, and overall well-being.
• Negotiation: Engaging in discussions with government authorities to secure better terms of employment, including salary increments and improved benefits. For instance, in August 2024, the PWA submitted proposals to the Government of Dominica for a 21% salary increase over a three-year period.
• Welfare Initiatives: Addressing concerns related to the living and working conditions of police officers, particularly those stationed in out-district areas. The PWA has highlighted issues such as manpower shortages and inadequate facilities, advocating for necessary improvements to enhance operational efficiency and officer morale.

Recent Activities of the PWA:

• Addressing Manpower Shortages: The PWA has repeatedly appealed to the police command to address existing manpower shortages, emphasizing that such deficiencies negatively impact the proficiency and productivity of the CDPF.
• Condemnation of Unprofessional Conduct: In December 2023, the PWA condemned the actions of the Chief of Police following an incident at the St. Joseph Police Station, expressing concerns about the treatment of subordinate officers and its potential impact on morale within the force.
• Salary Negotiations: The association has been proactive in negotiating for better compensation for its members, including organizing protests to express dissatisfaction with the progress of salary negotiations.
