Public and Police Service Commissions is a constitutional body that has the power to make appointments to all public offices and to remove and exercise disciplinary control over persons holding or acting in such offices and also to ensure that no claims of partiality of any nature can justifiably be made against it.

The Police Service Commission is created under Section 91 of the Dominica Constitution Order (PDF, 3.6 MB). It has the power to appoint persons to hold or act in offices in the Police Force below the rank of Deputy Chief of Police (including the power to confirm appointments), to exercise disciplinary control over persons holding or acting in such offices and the power to remove such persons from office.

The Public Service Commission is created under Section 84 of the Dominica Constitution Order (PDF, 3.6 MB). It has the power to appoint persons to hold or act in offices in the Public Service (including the power to confirm appointments), to remove such persons from office, and to exercise disciplinary control over Public Officers.

"To provide relevant advice and administrative support to the Public and Police Service Commissions."

"To provide efficient, reliable and professional procedural service to the Commissions so that a close relationship continues to foster between the Secretariat and the Commissions, and through constant up-dating and proper classification of its records, safe working environment to enable the Secretariat to promote a high level of performance and quality service to the Commissions and public officers."

Responsibilities

The Public and Police Service Commissions Secretariat has the responsibility to both the Public and Police Service Commissions. The Secretariat has the overall responsibility for conducting the affairs and carrying out the decisions of the Commissions.
