Early Life and Education
Born and raised in the rural village of Petite Savanne, Dr. Darroux attended local schools before receiving a government scholarship to study medicine in Cuba, where he completed his medical degree in 1996. His medical training shaped his early worldview and commitment to community well-being.
Upon returning to Dominica, he served for 11 years as Medical Officer for the Grand Bay Health District, gaining deep respect for his dedication and compassion in underserved communities.
Political Career
Dr. Darroux entered politics with the Dominica Labour Party (DLP) and was elected Parliamentary Representative for Petite Savanne. His first major ministerial role was as Minister for Health and Environment, where he led efforts to strengthen Dominica’s health system and disaster resilience.

Legal Challenges and Continued Service
In January 2024, Dr. Darroux was charged with the importation of firearm accessories without a valid license. He pleaded guilty and was fined EC$5,000. Though the incident sparked controversy, there was no formal statement of dismissal or resignation from any government body.
Following this, in a reshuffled capacity, Prime Minister Roosevelt Skerrit appointed him as a Special Envoy in the Office of the Prime Minister, specifically tasked with Electoral Modernization. He continues to attend Cabinet meetings by invitation and holds an advisory capacity on national reforms.
Chair of the National Cannabis Advisory Committee
In April 2025, Dr. Darroux was appointed as the Chairman of the National Cannabis Advisory Committee, a high-profile body established to shape Dominica’s future cannabis industry. The committee is tasked with:
- Assessing public health, economic, and legal impacts of cannabis
- Creating a national policy roadmap
- Recommending the structure for a Cannabis Regulatory Commission
- Aligning industry development with sustainability and innovation
This role reflects the government’s trust in his ability to oversee multi-sectoral coordination and policy planning, despite past controversies.
