Unified Land Information System

The Unified Land Information System (ULIS) is an advanced digital platform implemented by the Government of Dominica to modernize and streamline land administration and tenure processes. Launched on July 27, 2011, ULIS was developed through a collaborative effort involving the European Union, the World Bank, and the Government of Dominica, with a total investment of approximately EC$3 million.

Objectives of the Unified Land Information System

ULIS aims to enhance the efficiency and transparency of land-related transactions by:

  • Providing a Clear Legal Framework: Establishing transparent guidelines for land registration, ownership, and tenancy to facilitate secure property rights.
  • Modernizing Administrative Systems: Automating operations and procedures related to both government-settled estates and private lands, ensuring a computerized system supports primary and secondary land transactions.
