United Progressive Party (UPP)

The United Progressive Party (UPP) is a newly established political party in Dominica, officially recognized on May 8, 2024. The party has adopted the bottle as its symbol, represented by the orange colour. Its motto, “Unity for Progress,” reflects its commitment to fostering national unity, transparent governance, and progressive development. As a fresh political entity, the UPP seeks to provide an alternative vision for Dominica’s future, focusing on sustainable development, social equity, and leadership integrity.
Leadership and Political Vision of the United Progressive Party (UPP)
At the helm of the UPP is Joshua Francis, previously the deputy leader of the United Workers Party (UWP) in Dominica. He has been pivotal in crafting the party’s vision, prioritising democratic governance, sustainable resource use, and social equity. The party’s foundational principles include:
- Sustainable Development: Advocating for policies that ensure long-term prosperity through responsible resource management.
- Social Equity: Promoting opportunities and resources that benefit all citizens, particularly marginalized communities.
- Transparent Governance: Calling for open, accountable government operations to build public trust and combat corruption.
- Inclusive Leadership: Encouraging diverse representation in national decision-making, including indigenous and underrepresented groups.
UPP’s Electoral Goals and Policy Objectives
Although the UPP has not yet contested a general election, it intends to participate in future House of Assembly Elections. The party’s platform includes:
- Economic Growth & Diversification – Reducing reliance on traditional industries and investing in emerging sectors.
- Youth Empowerment – Encouraging entrepreneurship, job creation, and skill development for young Dominicans.
- Electoral Reform – Advocating for fair voting procedures and transparent election oversight.
- National Development – Strengthening infrastructure, improving healthcare, and advancing education policies.
The UPP has been vocal in discussions surrounding Dominica’s electoral framework, particularly about:
- The Electoral Commission Bill 2024 and its impact on fair elections.
- The House of Assembly Elections Bill 2024, which addresses voter registration and electoral representation.
- The Registration of Electors Bill 2024, aimed at refining voter eligibility and procedures.
Community Engagement and Recent Activities
Since its establishment, the UPP has actively engaged with various communities, particularly in supporting indigenous and marginalized groups. In July 2024, the party publicly congratulated Anette Sanford on her election as Chief of the Kalinago people, emphasizing the significance of her leadership for gender equality and Indigenous representation. This move highlights the UPP’s dedication to empowering local communities and fostering inclusive governance.
Additionally, the party has taken a stance on climate resilience, advocating for policies aligned with Dominica’s Climate Resilience and Recovery Plan (CRRP) to enhance environmental sustainability and disaster preparedness.
The Future of the United Progressive Party
As Dominica’s political landscape evolves, the UPP aims to solidify its role as a progressive alternative to existing parties. The party’s grassroots engagement, emphasis on economic transformation, and advocacy for governance reforms position it as a contender in upcoming electoral cycles. While challenges such as funding, media visibility, and voter loyalty to established parties remain, the UPP’s commitment to change continues to resonate with a growing population segment.
