Charles’s agricultural ventures led him to hold pivotal positions, including Chairman of the Dominica Banana Marketing Corporation (DBMC) and President of the Windward Islands Banana Growers Association (WINBAN). Under his leadership, the Windward Islands banana industry experienced a period of prosperity, marked by increased export volumes and benefits to banana growers. His commitment to the industry and its development was widely recognized.

Public Service: Besides his agricultural contributions, Charles served in various capacities within the state, including as Chairman of the Police Service Commission (PSC). His service extended to the Integrity Commission, where he was a commissioner, showcasing his dedication to governance and ethical standards.
