Water Sector Strategic Development Project (WSSDP)

​The Water Sector Strategic Development Project (WSSDP) is a comprehensive initiative undertaken by the Government of the Commonwealth of Dominica, in collaboration with the Caribbean Development Bank (CDB), aiming to enhance the island’s water supply and wastewater infrastructure. This project is pivotal in improving the efficiency, reliability, and climate resilience of Dominica’s water sector, thereby ensuring sustainable water management for its residents.

Objectives of the Water Sector Strategic Development Project (WSSDP)

The primary goals of the WSSDP include:

  • Upgrading Water Supply Networks: Enhancing the efficiency and resilience of water distribution systems to ensure consistent and reliable water supply across Dominica.​
  • Improving Wastewater Infrastructure: Expanding and modernizing wastewater treatment facilities to meet environmental standards and support public health.​
  • Strengthening Institutional Capacity: Bolstering the operational capabilities of the Dominica Water and Sewerage Company Limited (DOWASCO) to manage and maintain water and wastewater services effectively.

WSSDP’s Key Components and Progress

As of early 2025, significant strides have been made in the implementation of the WSSDP:​

  • Procurement and Supply of Materials: Contracts with pipe suppliers have been finalized, with the first shipments of pipes and fittings expected by the end of January 2025. This development marks the commencement of physical work in various communities, including Coulibistrie, Calibishie, Morne Raquette, Salisbury, and Grand Fond.
  • Infrastructure Upgrades: The project encompasses laying and upgrading approximately 42 kilometers of water supply mains, installing water storage facilities with a capacity of 7,040 cubic meters, and enhancing water production capabilities by 265 cubic meters per hour.
  • Implementation of Advanced Systems: Integrating a Supervisory Control and Data Acquisition (SCADA) system is planned to monitor and manage water distribution efficiently. Additionally, the project includes the establishment of five new District Meter Areas (DMAs) to improve water loss management.
  • Renewable Energy Integration: To promote sustainability, the project plans to install hydro turbines with a generating capacity of 0.146 megawatts, thereby reducing the carbon footprint of water operations.

Funding and Support

The WSSDP is financed through grants and loans, totaling approximately USD 39.54 million. The Caribbean Development Bank, via the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF), has provided significant financial support, underscoring the project’s importance in regional development.

Expected Outcomes

Upon completion, the WSSDP aims to:

  • Enhance Water Security: Ensure a reliable and safe water supply for thousands of residents, improving quality of life and supporting economic activities.​
  • Increase Climate Resilience: Develop infrastructure capable of withstanding natural hazards and climate change impacts, safeguarding essential water services.​
  • Promote Environmental Sustainability: Upgrade wastewater treatment facilities to protect natural water bodies and adhere to environmental regulations.​
  • Strengthen Institutional Efficiency: Equip DOWASCO with the necessary tools and training to manage water resources effectively, ensuring long-term sustainability.​
