Job Description
Dominica Water and Sewerage Company Limited (DOWASCO) is seeking a dedicated Financial Controller to manage its financial resources. Reporting to the General Manager, the role involves strategic planning, financial evaluation, budget monitoring, and ensuring financial compliance. A professional accounting qualification and five years of senior-level experience are required.
Core Function: To Manage the financial resources of DOWASCO to ensure optimal use of assets, propriety of financial operations and adequacy of cash flow.
Responsibility
The officer shall be assigned to DOWASCO’s Finance Department and report to the General Manager.
- Participate in DOWASCO’s Strategic Planning
- Guide Management and Board in the development of the company’s long range budget.
- Performs financial evaluation, monitoring and reporting of Capital and other projects.
- Review and monitor long range capital plans and budgets of the company to those plans
- Review departmental draft budgets for compliance with directions and suggest changes as necessary
- Assist in the preparation of annual financial reports
- Monitors revenues and expenditures
- Manages the Company’s Stores and Procurement functions including policy guidelines and implementation
- Supervises the Company’s credit control staff
- Liaises with the Company’s external auditor to ensure timely annual audit of the financial statements of the Company
- Sets, implements and monitors internal financial control procedures across the company including internal authorization of expenditure
- Advises management on policies, procedures and general guidance with respect to Company’s financial initiatives in order to ensure attainment of targets
- Ensure that the Company meets all its financial and statutory obligations in a timely manner, including loan payments
- Liaise with the Company’s bankers to ensure that the most favourable terms are obtained for deposits and facilities
- Monitors receivables balances and take action required to reduce these balances
- Handling relations with major customers, including strategies for dealing with arrears
- Ensure the month end reconciliations and final general ledger postings are validated at the appropriate staff level
- Authorize the disbursement of funds for operational activities and capital investment of DOWASCO;
- Ensures that all disbursements are in keeping with the financial procedures and policies of DOWASCO
- Undertake other relevant assignments for the benefit and development of DOWASCO in relation to the assigned tasks.
Experience and Qualifications
- A professional qualification (CGA, ACCA, CA) or a Bachelor’s Degree in Accounting
- 5 years experience at a Senior accounting level field.
- Abilities to supervise staff assigned
- Excellent strategic, planning and organization skills
- Considerable knowledge and skills in accounting software packages
- Good interpersonal communication skills with an ability to communicate effectively in both oral and written formats.
- Working knowledge of budgetary, accounting and reporting systems
- Adequate knowledge in International Financial, Accounting and Reporting Requirements– IFRS
- Ability to prepare and analyse complex financial reports and maintain efficient and effective financial systems and procedures.

The Dominica Water and Sewerage Company Limited (DOWASCO) is a registered company wholly owned by the Government of the Commonwealth of Dominica. DOWASCO has the mandate to provide potable drinking water and sewerage services to communities in Dominica.
DOWASCO was established by an act of Parliament - Water and Sewerage Act#17, in December 1989 and incorporated in the same year. Prior to incorporation, the Company was known as National Water Services which was also called Central Water Authority up to 1986.
