Job Description
A reputable company is seeking a qualified and experienced candidate to fill the position of Assistant Compliance Officer. The selected candidate will be responsible for maintaining an effective compliance risk management framework and regulatory compliance support; leads the compliance and risk functions within the organisation; monitors and analyses developing trends and changes in regulatory compliance, laws, rules and regulations, and advises the Board of Directors and Senior Management of the operational impact and conduct training sessions.
Responsibility
- Fostering and encouraging a proactive culture of compliance.
- Advising Management on new and impending statutory and regulatory requirements and guidance.
- Monitoring and analysing developing trends and changes in the regulatory compliance, laws, rules and regulations, and advises management of the operational impact of such trends and changes.
- Facilitates implementation of regulatory changes.
- Conducting reviews of changes to policies, procedures and other materials for compliance and provides recommendations for necessary changes.
- Ensuring compliance with all national regulatory regulations
- Providing regular reporting to management a regular basis, and, to keep Management informed of the operation and progress of compliance efforts.
- Working with the Human Resources Department and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as on-going training for all employees.
- Conducting routine compliance testing and monitoring to ensure Management and Staff arc adhering to established procedures.
- Supporting Management in promoting a culture of risk awareness, identification, and management at every level within the credit union from staff to Board of Directors.
- Ensuring each internal/external risk is identified, assessed, reported and monitored and assist Management with managing and mitigating those risks.
- Monitor the performance of the Compliance Program and related activities on a continuing basis, taking appropriate steps to improve its effectiveness.
- Performing any other duties commensurate with the position which may be required from time to time.
Experience and Qualifications
- Minimum of a Associates's degree in Business, Accounting, Finance or a related field.
- Certified training in Anti-Money Laundering e.g. ACAMS is a plus
- 2 years or more experience in compliance, auditing, risk management or banking.
- The Compliance Officer should be fit and proper subject to the Financial Services Unit Fit and Proper Guidelines (March 2020).
- Knowledge of the Co-operative Societies Act and Regulations, Money Laundering (Prevention) Act and Regulations, the Proceeds of Crime Act and Regulation, familiarization with FATCA and all other applicable laws and regulations.
- Ability to make presentations and provide training.
- Ability to communicate via oral and written communication channels professionally and effectively with all levels internally and externally.
- Very strong analytical and problem-solving skills
- Excellent multi-tasking ability and must be highly organized and self-driven
- Highly developed and demonstrated interpersonal and customer service skills
- Sound computer skills including spreadsheet and word processing

In 1957, the Credit Union League was formed with the then twelve (12) existing credit unions on the island. The League grew out of the need for one, unified voice for the fledgling Credit Union Movement in Dominica.
The Dominica Cooperative Societies League Ltd. is the Apex body for Cooperatives in Dominica and is responsible for advocacy, training, strategic development and marketing of its affiliates’ interest. The DCSLL has been in existence for over 65 years serving the sector.
