Job Description

The Ministry of Public Works, Public Utilities, and The Digital Economy seeks qualified and interested individuals to serve on the Independent Regulatory Commission (IRC) for the Electricity Sector in Dominica. Responsibilities include encouraging electricity supply, issuing and monitoring licenses, promoting efficiency, protecting customer interests, and regional cooperation.

Responsibility

he main powers, duties and functions of the Commission include the following:

  • Encouraging wider availability of electricity supply throughout Dominica;
  • Ensuring that all reasonable demands for electricity are met;
  • Issuing, monitoring and amending licenses and collection of license and other fees;
  • Establishing and monitoring standards by which the efficiency of service provision can be evaluated;
  • Enabling the financial viability of efficient licensees;
  • Facilitating competition in the electricity sector;
  • Protecting the interest of customers;
  • Promoting efficiency in the generation, transmission, distribution, supply and use of electricity;
  • Promoting research and development;
  • Promoting wider regional cooperation in the regulation and operation of the electricity sector;
  • Protecting the national environment as well as the health and safety of all persons affected by the operations of the sector;
  • Inspect and test electrical plant and equipment owned by licensees as well as consumers;
  • Establishing technical standards applicable to providing electricity service or installed on customer premises.

Experience and Qualifications

  • Substantial experience in Law and/or legal regulatory experience relevant to the electricity industry
  • Qualifications and experience in economics
  • Ability to serve a term of one (1) to three (3) years
  • Knowledge of the Electricity Supply Act, No 10 of 2006
  • Sound decision-making and analytical skills
  • Effective communication skills
  • Ability to work collaboratively with other board members
  • Strong ethical standards and integrity
  • Commitment to public service
