Job Description
The Ministry of Housing and Urban Development is seeking proposals from qualified consultants or firms to develop an Environmental Impact Assessment (EIA) report for Castle Bruce, as the proposed relocation site for households of Petite Soufriere, San Sauveur and Good Hope, communities affected by the November 2022 trough.
Background
The November 2022 trough was a natural disaster that severely affected several communities on the East coast of the country, particularly San Sauveur, Petite Soufriere and Good Hope. The disaster caused significant destruction of homes, infrastructure, and other valuable properties, as well as disrupted livelihoods and lost lives. Due to the extent of the damage, it has become apparent that a permanent relocation site will be needed for some households of these affected communities.
Responsibility
The selected consultant or firm will be required to carry out the following activities for the EIA report:
- Conduct a thorough environmental assessment of the proposed relocation site, including a baseline study of the flora and fauna, soil quality, water quality, and air quality
- Identify and assess the potential environmental impacts of the construction and operation of the proposed relocation site, including but not limited to: soil erosion, water pollution, noise pollution, and air pollution
- Identify best practices or mitigation measures that can be implemented to minimize, avoid, or manage the environmental impacts of the project
- Prepare an EIA report in accordance with national and international guidelines and standards, outlining the environmental impacts of the project and the proposed mitigation measures to address them.
Experience and Qualifications
Interested consultants or firms must meet the following requirements to be considered for this project:
- Have a minimum of 5 years of experience in conducting environmental impact assessments for construction projects
- Have experience in conducting environmental impact assessments for relocation sites
- Have a team of qualified and experienced professionals or experts in relevant fields
- Demonstrated knowledge of national and international environmental standards and regulations.
The proposal should include the following:
- A detailed work plan outlining the proposed methodology for conducting the EIA, including timelines and tasks
- A detailed budget, including all expenses associated with the EIA
- A team resume, highlighting the qualifications and experience of each team member
- Relevant references from previous clients
