Job Description
The Central Co-operative Credit Union Limited is seeking a qualified and professional individual to fill the post of Human Resource Manager. The ideal candidate will lead the Human Resource Department with responsibility and accountability, have prior experience in Human Resource (HR), with a thorough understanding of HR policy and procedures. The candidate will be responsible for the delivery of human resource management and performance management services to the Central Co- operative Credit Union Ltd (CCCUL), ensuring the recruitment, training, and development of personnel, ensuring the efficient administration of relevant policies and procedures and supporting the CCCUL in maintaining harmonious industrial relations.
Responsibility
- To assist in the recruitment and management of a competent workforce
- Assists management in recruiting suitably qualified candidates, with regards to providing opportunities for existing staff as appropriate.
- Champion the onboarding process, ensuring the process is up to date and of high quality, providing clarity and connection for all employees and their role in relation to the overall vision.
- Provides advice to Management and the Board of Directors on issues related to anticipated staffing needs, organizational structure, and job design/re-design.
- Develops and reviews up-to-date job descriptions with relevant qualifications for all positions
- Maintains up-to-date confidential files for all personnel
- Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
- To effectively administer a Performance Management System
- Develops and reviews relevant policies, procedures, and forms, for the periodic appraisal of employee performance.
- Coordinates with all departments for the timely completion of performance appraisals
- Provides advice and counseling to supervisors and staff with respect to the effective conduct of performance appraisals and makes recommendations to Management on the results of the performance appraisal system.
- To establish and implement a training and development program
- Develops, in consultation with Management, annual plan and budget for the development and training of personnel.
- Develops, implements, and evaluates training programs related to employee relations, supervision, and employee development
- Prepares recommendations to management regarding salary levels, rewards/staff recognition.
- To carry out effective management functions and supports the Credit Union in maintaining harmonious industrial relations.
- Assists with the corporate strategic planning process by supporting departments in the development and delivery of strategic HR plans to fit the overall direction of the Society.
- Provides advice to management on the appropriateness of proposed disciplinary action.
- Administers the grievance process.
- Provides technical support to management in the conduct of negotiations with the bargaining agent.
- Represents the organization in industrial issues.
- Interpret and apply employment-related legislation and policies.
- Perform other duties commensurate with the position which may be assigned from time to time.
Experience and Qualifications
- Minimum of a Bachelor’s degree in Human Resource Management or a related field.
- Minimum of 5 years or more experience in Human Resources Management
- Knowledge of Labour laws, industrial relations and human resources best practices.
- Knowledge and use of a Human Resources Software would be an asset.
- Flexible, proactive, problem solver, who is service-oriented and results-driven.
- Expert oral and written communicator including the ability to produce reports including detailed assessments and/or outlining recommendations, drafting of policy or procedural documents.
- Experience in training, educating and coaching staff.
- Experience in conflict resolution, disciplinary processes and workplace investigations.
- Excellent interpersonal skills with the ability to exhibit discernment in handling of employee issues whilst adhering to strong ethical and confidential values.
- Proficient in the use of computer applications in particular Microsoft suite of products

Central Co-operative Credit Union Limited was registered as a newly formed credit union on July 2, 2007 on the amalgamation of the St. Alphonsus and Portsmouth credit unions. The amalgamation which grew from the strategic and long term planning of these two strong credit unions brought together the second and third largest credit unions on the island with combined assets of $59.4 million in assets.
