Job Description
Dominica Water and Sewerage Company Limited (DOWASCO) requires a Manager of Operations & Maintenance to oversee and optimize operations. Responsibilities include strategic and operational planning, project management, system analysis, and staff development. Candidates should possess a Bachelor's Degree in Engineering and significant engineering experience. Excellent strategic, technical, and communication skills are essential.
Core Function: To plan, organize, direct and control DOWASCO’s operations and activities towards achievement of optimum efficiency and effectiveness.
Responsibility
The officer shall be assigned to DOWASCO’s Operations and Maintenance Department and report to the General Manager.
- Participate in DOWASCO’s Strategic Planning process and lead the operational planning of the Operations Department in support of the Company’s overall corporate goals and objectives.
- Conduct research into feasibility, design, operation and performance of mechanisms, components and water systems.
- Plan and manage projects, and prepare material, cost and timing estimates, reports and design specifications for machinery, equipment and systems.
- Analyse DOWASCO’s systems and structures.
- Supervise and inspect the installation, modification and commissioning of water systems.
- Develop maintenance standards, schedules and programs and provide guidance to staff under his or her supervision.
- Develop procedures for the efficient operations of the Operation & Maintenance Department and submit to the General Manager for approval prior to implementation.
- Ensure timely collaboration with the Engineering Department on an ongoing, consistent basis to facilitate the delivery of day-to-day operations and maintenance services in particular:
- Monthly water and sewerage analysis data.
- Up to date “as-built” drawings and plans.
- Investigate mechanical failures or unexpected maintenance problems.
- Prepare contract documents and evaluate tenders for construction and maintenance works.
- Supervise the Operation Supervisors and Departmental administrative support staff paying due attention to their motivation and development ensuring that training is adequately provided for the development of staff.
- Undertake other relevant assignments for the benefit and development of DOWASCO in relation to the assigned tasks.
Experience and Qualifications
- A minimum of a Bachelor’s Degree in Engineering.
- Extensive experience in an Engineering discipline.
- Experience working with a water utility in a similar field would be an advantage.
- Supervisory techniques.
- Excellent strategic, planning and organization skills.
- Considerable knowledge and skills in technical work.
- Good interpersonal communication skills with an ability to communicate effectively in both oral and written format.
- Ability to prepare technical reports.

The Dominica Water and Sewerage Company Limited (DOWASCO) is a registered company wholly owned by the Government of the Commonwealth of Dominica. DOWASCO has the mandate to provide potable drinking water and sewerage services to communities in Dominica.
DOWASCO was established by an act of Parliament - Water and Sewerage Act#17, in December 1989 and incorporated in the same year. Prior to incorporation, the Company was known as National Water Services which was also called Central Water Authority up to 1986.
