The Government of Dominica has received financing from the World Bank toward the cost of Leveraging Eco-Tourism for Biodiversity Protection (LETBP Project) in Dominica and intends to apply partĀ of the proceeds for consulting services.
The consulting services (āthe Servicesā) include Procurement Specialist.

Objective of Assignment
The primary objective of this consultancy is to ensure the efficient and transparent management of all procurement functions under the Global Environment Facility (GEF)-funded project "Leveraging Eco-Tourism for Biodiversity Protection in Dominica" (LETBP).
Experience and Qualifications
- Bachelorās degree or higher (e.g., Procurement, International Development, Environment, Project Management, Finance, or Information Technology).
- Minimum of 5 yearsā experience in public procurement or donor-financed project procurement.
- Experience with procurement systems, practices, and agencies.
- Substantial experience and demonstrated ability in the development and/or review of procurement documents for all categories (goods, works, services), including bidding documents, evaluation reports, and contracts.
- Experience with World Bank procurement procedures and using the World Bankās STEP system is a plus.
- Knowledge of international procurement concepts, principles, and practices, especially in consultant services, technical specifications, and public procurement policies.
- Excellent interpersonal and communication skills.
- Ability to meet deadlines and prioritize multiple tasks.
- Strong teamwork skills.
- Competence in using Microsoft Office suite.
- Fluency in written and spoken English is required.
