Job Description
The Government of Dominica with financing from the Caribbean Development Bank, is undertaking a project—led by a dedicated Project Coordinator—to improve land use planning, and to support the implementation and enforcement of Dominica’s Building Code. The project includes:
- Updating the Physical Planning Division (PPD) administrative procedures in line with Building Code requirements.
- Developing a zonal land use plan for Dominica's Northeast.
- Launching a gender-responsive Public Education, Training and Communication Programme (PETCP).
- Equipping PPD and Lands and Surveys Division with GIS mapping and survey technology.
The GOCD is seeking to engage a Project Coordinator (PC) to manage and coordinate project activities.
Responsibility
Scope of Work: The Project Coordinator will report to the Chief Physical Planner and be responsible for overall planning, scheduling, coordination, budget control, and supervision of consultancy services.
- Oversee the consultant selection and approval process
- Supervise procurement of equipment
- Approve Consultant’s Inception Report and implementation schedule
- Ensure timely resource availability
- Liaise with stakeholders and the Caribbean Development Bank (CDB)
- Support consultants during stakeholder and community engagement
- Schedule and document Project Steering Committee (PSC) meetings
- Provide Secretariat support to the PSC, including Government approvals and feedback
- Submit quarterly progress reports to CDB and Chief Planner
- Prepare and submit disbursement requests and related financial documentation
- Submit a comprehensive Project Completion Report (PCR)
Experience and Qualifications
- First degree (or equivalent) in urban planning, land use planning, or a related field
- Project management experience (scheduling, budgeting, reporting)
- Familiarity with land use planning and permitting systems in Dominica or the Caribbean
- Knowledge of building codes, planning regulations, and environmental conservation
- Strong communication, negotiation, and stakeholder engagement skills
- Excellent report writing and presentation ability
- Ability to work independently and manage project teams

The PC will be required to submit to CDB through the Permanent Secretary in the Ministry of I lousing and Urban Development, the following reports:
- An Inception Report within one month of the signing of the contract with the consultant, including a detailed Implementation and Schedule showing a quarterly schedule of the proposed activities.
- Quarterly reports on the progress of implementation activities under the Project. These reports are to be submitted within 30 days after the end of each calendar quarter until implementation of the Project is completed.
- Project Completion Report (PCR) to be submitted within three months after final disbursement of the Grant or completion of the Project, whichever is earlier.
Duration and Location
The Project Coordinator will be engaged for fifteen (15) months and will be based in Dominica. No relocation package will be provided.
