The Government of Dominica, Ministry of Agriculture, Fisheries, Blue and Green Economy of Dominica has received financing from the World Bank toward the cost of the Emergency Agricultural Livelihoods and Climate Resilience (EALCRP) Project and intends to apply part of the proceeds toward payments under the contract Design and Build for Rehabilitation/Construction of Boat Slipways.

The Ministry of Agriculture, Fisheries, Blue and Green Economy now invites sealed Proposals to complete rehabilitation works to the boat slipways at Soufriere, Stowe, and San Sauveur.

Bidding will be conducted through national competitive procurement using a Request for Quotation (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, September 2023”.

The Request for Proposal document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below. The document will be sent by email.
A single-stage, two-envelope RFP process will be used, and the Proposal will consist of;
- The Technical Part, without any reference to prices; and
- The Financial Part, as detailed in the RFP Document.
The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes.
The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before 9:30 a.m. Eastern Caribbean Time, November 8, 2024. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on 9:30 a.m. Eastern Caribbean Time, November 8, 2024. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.
All Proposals must be accompanied by a “Proposal-Securing Declaration.”
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.

The Emergency Agricultural Livelihoods and Climate Resilience Project (EALCRP) being implemented is part of an overall development partner initiative to support medium and long-term recovery in Dominica following the passage of Hurricane Maria on September 18th, 2017.
The Government of Dominica with the financial support of the World Bank (US$25.0 million) has started the implementation of the project, a five-year period intervention.
The project contributes directly to Dominica’s National Agricultural Policy and Action Plan 2016–2025 that identified several key needs for agricultural development, including a more modernized agriculture sector, increased farm productivity, and overall climate resilience of the country’s agriculture and food systems.
It is designed to help farmers and fisherfolk affected by Hurricane Maria restore their agriculture and fishing livelihoods and adopt climate-resilient practices.
