The Dominica Government is embarking on a groundbreaking initiative to strengthen our commitment to secure, well-managed, and resilient social housing. We are pleased to announce an exciting consultancy opportunity under the GCF Resilient Housing Project, focusing on the assessment, capacity building, and support for tenant organizations responsible for property management in various housing developments across Dominica.
About the Initiative: This consultancy is a significant step forward in our journey to create homes that withstand environmental challenges and contribute to enhanced living standards. Building on the success of our modern and resilient housing development agenda, which has positively impacted over a thousand families in critical communities, this initiative underscores our dedication to holistic community development.
Key Objectives:
- Comprehensive assessment of the management capacity of forty tenant organizations.
- Identification of specific areas for improvement in management capacity.
- Design and implementation of tailored capacity-building initiatives.
- Support for the legal incorporation of tenant organizations.
Responsibility
Scope of Work: With over 1500 homes constructed across 94 locations, the consultancy will involve assessing governance structures, financial practices, communication strategies, and more. It aims to empower tenant organizations to efficiently manage both stand-alone units and strata-type units. The initiative is designed to create transparent, accountable, and well-governed communities.

The Ministry of Housing and Urban Development (MHUD) is one of the primary agencies of Government charged with the mandate to contribute to the socio-economic wellbeing of the people of Dominica by providing affordable housing to citizens, while facilitating urban development and fostering responsible land use.
With a vision to see the Ministry become an efficient government agency that “facilitates development of the built environment,” it is vital that our housing stock are built to recommended standards and land resources are allocated for optimal use thereby allowing individuals and households to be safe and secure and to experience minimal loss during or after any catastrophic event in Dominica. The Ministry has the specific responsibility to ensure that it provides access to suitable, safe, and adequate land for the development of built environment in such manner to reduce or mitigate potential negative impacts of climate-induced hazards to life and property in Dominica.
