Anthony Leblanc Expresses Frustration with Award of Contracts to Chinese Firms

The CEO of Ace Engineering, Anthony Leblanc, has expressed frustration with the award of construction contracts to Chinese firms. The former President of the Builders and Contractors Association of Dominica (BCAD) stated that mouth-watering jobs are awarded to Chinese companies at the expense of local companies who can do an equally impressive job.

The contractor blamed the DLP administration for the situation, saying the Skerrit-led government is fond of discounting the technical capabilities and professionalism of local companies. He said it is not true that local contractors lack “proper work ethics and qualifying certification” as usually cited by the government, adding that giving juicy construction contracts to foreigners stunt the performance and development of local talent.

Leblanc said he has evidence that several Chinese workers lack proper sanitation standards at sites where they work and that some of them defecate in open places. He said whoever claimed that Chinese construction workers have better sanitation procedures than Dominican workers should apologize to the nation because that is an insult to the collective intelligence and technical expertise of local workers.

The Ace Engineering CEO however credited Chinese construction workers with tireless determination to complete awarded contracts in record time, since they work every day of the week – Saturday and Sunday inclusive – and even during the day and in nights shifts. He then added that Dominican builders and contractors can execute the same shifts if construction deadlines warrant this.
