Bail Set for Lucille Scotland and Josiah Quammie in Cannabis Trafficking Case
Customs Officer Lucille Brenda Scotland from Loubiere and Josiah Michael Quammie from Eggleston were charged with drug trafficking. The charges stem from an incident on February 16, 2024, at Douglas Charles Airport, where the duo allegedly attempted to traffic 930 grams of cannabis hidden in a FedEx box.
During the court session presided over by Chief Magistrate Candia Carrette-George, Scotland entered a not guilty plea, while Quammie admitted to the charges. Acting Assistant Superintendent of Police (ASP) Davidson Cadette represented the prosecution, which did not oppose bail for the accused.
Scotland was granted bail at $6000 with Henry Williams standing surety. Quammie, lacking a surety, was granted bail at $2000 on his own recognizance. He is due back in court on February 27, 2024, for a review of his bail conditions, with the trial scheduled for April 10, 2024, in Marigot. Both defendants are represented by attorney Wayne Norde.
The case has attracted attention due to the involvement of a customs officer and the quantity of cannabis implicated, highlighting the ongoing efforts to combat drug trafficking in Dominica.
