Call for Mandatory Licensing of DREG Facilities

The Independent Regulatory Commission (IRC) advises the public of the legal and mandatory licence requirement for the connection of small Distributed Renewable Energy Generation (DREG) Systems to the national electricity grid.

What is Dreg

DREG or Distributed Renewable Energy Generation refers to roof-top or other small facilities used to generate electricity using either solar, wind or hydro (water). The Electricity Supply Act No. 10 of 2006, Section 31, mandates that a Generation Licence is required for ALL distributed renewable energy generation facilities:

  1. That are either directly or indirectly connected to the national grid irrespective of size and
  2. That are 20kW or greater and are not connected to the national grid.

Any individual or organization operating an installed unlicensed DREG facility can be designated as a DREG facility illegally connected to the national grid and will warrant the necessary action by the relevant authorities that can result in the disconnection of such a facility from the grid.

The public is cautioned that adherence to the law is crucial in ensuring the safe, reliable and efficient integration of any DREG systems onto the power grid. In addition, this information will also allow for a proper register to be kept for performing grid stability studies among other related interventions and this is important and beneficial to all consumers of electricity.

Therefore, all individuals, businesses and organizations that already have installed DREG facilities that are not licensed should begin the process of immediately applying for a Licence from the IRC. The IRC also takes the opportunity to applaud all those who are already meeting that requirement. We appreciate your cooperation in adhering to this important regulatory measure as we work together to promote the growth of renewable energy in Dominica.
