Coulibri Ridge Tragedy: Investigating the Deaths of Daniel Langlois and Dominique Marchand

In the wake of discovering the charred remains of Daniel Langlois and his partner, Dominique Marchand, Dominicans remain in shock from the incident that has plunged our small island nation into grief and disbelief. The Ministry of National Security and Legal Affairs, Minister Rayburn Blackmoore, has confirmed that four individuals – three non-nationals and one Dominican – have been detained. This development is part of an ongoing investigation into the suspected homicide.

On the morning of December 1, 2023, a distressing discovery was made in Gallion. The charred remains of two individuals were found in a burnt vehicle around 7:00 a.m. These remains are believed to be those of the French Canadian couple, Langlois and Marchand, who had been reported missing earlier. The burnt vehicle found at the scene matches the description of the one used by the couple.

Due to the severity of the fire, the bodies were unidentifiable, compelling investigators to rely on circumstantial evidence to establish a connection to the missing couple. In response to this alarming event, Hon. Blackmoore has commended the Chief of Police and the investigative team for their swift and diligent actions, which resulted in the timely apprehension of the individuals connected to the case.

Minister Blackmoore’s statement revealed the immediate action taken by the Soufriere police station officers and the investigative team led by the Chief of Police. Their rapid response and the subsequent intensive investigation at the scene show the seriousness with which the authorities are treating this case.

The community’s reaction to this tragedy has been one of profound grief and shock. Parliamentary Representative in the Soufriere constituency, Denise Charles-Pemberton, expressed her deep sorrow in an emotional statement to State-owned DBS radio. “These last few days have been incredibly heavy for our constituency,” she said, reflecting on the immense impact Langlois and Marchand had on the community’s development and spirit.

Charles-Pemberton recalled the couple’s significant contributions, particularly in the aftermath of Hurricane Maria. Their initiative, REZDM, played a crucial role in funding key reconstruction projects, including the Soufriere Primary School and Scotts Head Jetty. “Daniel and Dominique were not just resort owners; they were integral members of our community, known for their kindness, love, and commitment to our growth,” she noted.

As the investigation into this suspected double homicide continues, the Ministry has reached out to the Canadian High Commissioner. Blackmoore expressed Dominica’s sincere regret and assured them of the nation’s unwavering commitment to bringing those responsible to justice. An official request for investigative support from Canadian authorities has also been made, highlighting the cross-national implications of this case.
