Darroux Leads Cannabis Committee to Guide National Legalization Strategy

A National Cannabis Advisory Committee has been officially launched by the Government of Dominica, marking a decisive move toward creating a sustainable, regulated cannabis industry that supports economic growth, public health, and legal reform.
The committee convened its inaugural meeting on Wednesday, April 2, 2025, bringing together representatives from government ministries, civil society, private sector, and health and legal sectors. It was established by Cabinet to serve for a period of 12 to 18 months, tasked with laying the foundation for national cannabis policy and industry development.
Central to its work is the evaluation of the social, legal, health, and economic implications of cannabis use in Dominica. This assessment will be supported by research, stakeholder consultations, and national dialogue to formulate recommendations that align with both scientific evidence and the country’s social and cultural context.
One of the committee’s key deliverables will be the creation of a National Road Map for the cannabis industry. This plan will emphasize responsible development, regulation, innovation, and long-term environmental and economic sustainability. In parallel, the committee is expected to propose the formation of a National Cannabis Regulatory Commission to oversee the implementation of policies and standards going forward.
Dr. Kenneth Darroux, former Minister and current Chair of the committee, emphasized the importance of grounding the work in both research and tradition.
Recent research-driven evidence on the medicinal properties and use of marijuana—especially for chronic pain and neurological disorders—cannot be ignored. This, along with historic and religious uses among segments of our society, supports serious consideration of reclassification and decriminalization.

Dr. Kyra Paul, Permanent Secretary in the Ministry of Health, and Ryan Anselm, Permanent Secretary in the Ministry of Agriculture, serve as co-chairs of the advisory body.
Minister for Agriculture, Fisheries, Blue and Green Economy, Hon. Roland Royer, also addressed the meeting. He reaffirmed the government’s commitment to developing a legal, forward-looking framework that fosters innovation and competitiveness while protecting the environment and supporting social equity.
This initiative is another critical step toward a modernized and inclusive economic framework. Cannabis policy must reflect evolving global trends and integrate new technologies and market shifts, particularly in a growing digital and green economy.
