DOWASCO’s Water Sector Overhaul to Benefit Thousands in Dominica by 2026
Efforts to enhance Dominica’s water infrastructure are progressing steadily, with the Dominica Water and Sewerage Company Ltd. (DOWASCO) gearing up for the physical implementation phase of its strategic development project. This initiative, covering several key areas, is a top priority for 2025, according to General Manager Bernard Ettinoffe.
Ettinoffe revealed that contracts had been finalized with pipe suppliers, and the first payments had already been made. Pipes and fittings for the project are expected to start arriving by the end of January 2025, signalling the beginning of physical work in Castle Bruce, Calibishie, Morne Raquette, Salisbury, Grand Fond, and other locations. The Ministry of Finance has significantly facilitated funds for this project through the Caribbean Development Bank (CDB).
He further highlighted DOWASCO’s preparation for implementation, stating that teams are being organized to commence tasks such as laying pipes and constructing intakes. Some aspects of the work will be subcontracted, with tenders to be invited early next year. The overall project is slated for completion in 2026, ensuring enhanced water supply systems for the affected areas.
Additionally, Ettinoffe provided updates on ongoing projects, including the Paix Bouche water system, which is expected to be completed within two to three months. The Water Area 1 project, serving regions from Mero to Kings Hill, is also nearing completion, with work on the intake and filtration systems anticipated to conclude by March 2025.
Once completed, these upgrades will result in a more reliable water supply for thousands of residents across Dominica, significantly improving the island’s water infrastructure. Ettinoffe expressed optimism about these developments, emphasizing their impact on communities.
These efforts reflect DOWASCO’s commitment to modernizing Dominica’s water systems and addressing the challenges of outdated infrastructure.
