Francine Baron Replaces Pepukaye Bardouille as Interim CEO of CREAD
The Climate Resilience Executing Agency of Dominica (CREAD) has an interim CEO in the person of Francine Baron. The newly interim head of the agency was a former attorney general of the Commonwealth of Dominica and a former Minister of Foreign Affairs. Baron replaces Dr. Pepukaye Bardouille who resigned in July, and she will head the climate agency until a substantial CEO is appointed.
The government has however begun the recruitment process of hiring a new CEO for the agency, and Baron will step down as the interim head when a permanent head is employed.
CREAD’s former Chief Operating Officer, Colin Scaife, and Chief Executive Officer Pepukaye Bardouille resigned this year. Scaife resigned in January and Bardouille in July, with the government saying the resignation of the two top executives was voluntary and must be accepted in good faith.
“These resignations are their personal decisions that government must accept in good faith, but they will not interrupt unduly, the fulfillment of the mandate of CREAD,” the government had said.
Privileged information from inside sources however revealed on condition of anonymity that Scaife and Bardouille left CREAD because the agency was not able to fulfill its core mandate due to insufficient support from relevant government ministries.
In the bid to find a replacement for Baron, the government disclosed that the position of the COO will be redefined with a view to enabling the agency to fulfill its set objectives.
CREAD was established by Act of Parliament in December 2018 to help Dominica achieve its climate resilience vision. The agency had gone on to facilitate the achievement of the Dominica Climate Resilience and Recovery Plan in May 2020, and the National Resilience Development Strategy 2030.
