High Court and Registry Division to Be Relocated to New Facility in Roseau
The High Court of Justice and Registry Division is to be relocated to a new facility in Roseau. The facility is currently undergoing reconstructions to meet the needs for the dispensation of justice, and it is scheduled for completion by December. The facility is located at the two upper floors of the Post Office building at Dame Eugenia Charles Boulevard in Roseau.
According to the Acting Registrar-General and Registrar of the High Court, Marie-Therese Ettiene, the choice of the new facility for the High Court and Registry is largely because of its location and spaciousness. She revealed that the facility being retrofitted to meet the needs of the courts and those of people seeking legal assistance has improved work stations, increased storage space, enhanced security measures, modern digital technology, and ease of access among other things.
Ettiene noted that legal professionals and clients as well as court workers will enjoy better work conditions and experience improved morale as a result of the new facility. She added that the work stations and courtrooms will be equipped with appropriate furniture, fitting equipment, relevant technology, and other requirements that would improve service delivery and standard of work.
Every official to use the facility has his place already outlined and assigned, Ettiene said. These include resident judges, masters of the Eastern Caribbean Supreme Court (ECSC), jurors, legal practitioners, legal clients, case witnesses, police officers with court duties, and other persons who regularly use the courts for one legal service or the other. The Roseau facility also has an elevator for the use of disabled persons as well as improved mobility infrastructures for ease of access.
The Acting Registrar-General revealed that a third courtroom will be carved out for a third resident judge in addition to the two existing courtrooms.
She further disclosed that the first floor will accommodate the reception area, Civil Registry, probates and deeds section, chambers for the Registrar General and Deputy Registrar, mediation room, and land title registry as well as other sections. She also stated that the top floor will be outfitted to accommodate the criminal courtroom, Court of Appeal, civil courtroom, bailiff station, meeting room, jury room, holding cell, court administrator, appeals clerk, court clerks, and other legal officers.
