Kalinago Territory to Gain EC$8.5M Multipurpose Center and Emergency Shelter

Efforts to strengthen Dominica’s disaster preparedness took a significant step forward with the groundbreaking of a new Multipurpose Center and Emergency Shelter in the Kalinago Territory. This EC$8.5 million project, funded by the Governments of Canada and Dominica, aims to enhance community resilience against natural disasters while supporting local development.

The project, co-financed through the Community Disaster Risk Reduction Fund (CDRRF) managed by the Caribbean Development Bank, will serve as both an emergency shelter and a hub for community activities. Canada’s contribution of EC$5.5 million, alongside Dominica’s EC$3 million investment, highlights the ongoing collaboration between the two nations in advancing climate resilience.

Designed to withstand seismic activity and category-five hurricanes, the facility aligns with Dominica’s broader goal of becoming the world’s first climate-resilient nation. The structure will also incorporate elements that honor Kalinago cultural heritage, reflecting a blend of modern functionality and traditional values.

Abebech Assefa from the High Commission of Canada emphasized that the project symbolizes not just infrastructure development but also a shared commitment to resilience and respect for Indigenous perspectives. Over the past two years, the project has engaged local stakeholders, promoting a comprehensive, gender-sensitive approach to disaster risk reduction.

This initiative complements Canada’s broader support for climate resilience across the Caribbean, including funding for the Caribbean Disaster Emergency Management Agency (CDEMA) and strategic partnerships with Dominica’s Climate Resilience Execution Agency (CREAD).

As Dominica continues its journey toward climate resilience, projects like this multipurpose center represent both practical infrastructure improvements and the enduring strength of international partnerships.
