Minister Blackmoore’s Strong Stance on Combatting Illegal Firearms and Crime

The Minister of National Security and Legal Affairs, Honorable Rayburn Blackmoore, has praised the collective efforts of the Commonwealth of Dominica Police Force (CDPF) and the Customs and Excise Division in their mission to eliminate unlicensed firearms and curb dangerous criminal activities. At a Ministry of National Security press conference, he underscored the severe threat posed by the loss of life to the nation’s peace and security.

Minister Blackmoore acknowledged the swift responses of the Prime Minister to the police force’s requests for combatting this menace. His ministry is now adopting a comprehensive approach to address crime, particularly the proliferation of illegal firearms in communities.

To address this pressing issue, Minister Blackmoore proposed a one-month gun and ammunition amnesty starting from October 1, 2023, to October 31, 2023. This initiative allows individuals to voluntarily surrender illegal firearms and ammunition without the fear of prosecution. The amnesty targets two groups: those knowingly in possession of illegal weapons, ammunition, or components, and those potentially unaware of the legal status of such items.

Minister Blackmoore urged the public to ensure their loved ones comply with the amnesty and report to any police station on the island.

After the amnesty period ends, the government plans to strengthen firearms and bail acts to eliminate legal loopholes. Individuals found with illegal firearms or ammunition post-amnesty should face a minimum prison sentence of five years. In cases where firearms are used for harm, robbery, or causing loss of life, offenders should remain in custody until their trial date.

This decision follows a notable increase in firearms-related offenses, with 14 recorded incidents in Dominica to date. Minister Blackmoore emphasized that addressing this issue requires a collaborative effort, not solely the responsibility of authorities. He highlighted enhanced policing techniques and legislative reviews as measures already taken.

The introduction of the gun and ammunition amnesty is another step toward promoting safety and reducing illegal firearm usage in Dominica. Minister Blackmoore urged everyone to seize this opportunity to contribute to a safer nation. Surrendering illegal firearms and ammunition can be done at any police station on the island.
