National Security Minister Urges Citizens to Support Crime-Fighting Efforts Beyond Carnival

As Dominica celebrates the peaceful conclusion of its 2025 Carnival, Minister for National Security and Legal Affairs, Rayburn Blackmoore, is calling on citizens to extend this spirit of cooperation into the nation’s broader fight against crime.

In a statement following the Carnival festivities, Blackmoore acknowledged the commendable behavior displayed by revelers, but emphasized that Dominica still faces serious challenges linked to gun violence, drug-related crimes, and broader issues of public safety. He urged communities to work hand-in-hand with law enforcement to create safer neighborhoods.

Blackmoore’s appeal comes on the heels of the government’s recently concluded gun amnesty program, which sought to encourage the voluntary surrender of illegal firearms without penalty. Although the program resulted in the collection of several weapons, authorities remain concerned that guns still circulate in some communities, fueling both gang activity and violent crime.

While Carnival was peaceful, we must not lose sight of the work that remains to be done in tackling crime across the country. This is not a fight for the police alone. Community members are often the first to notice suspicious activity, and their willingness to share information is essential to preventing violence before it happens.

The minister noted that recent arrests related to drug trafficking and firearm possession demonstrate that criminal networks remain active. However, he stressed that with consistent community engagement and improved trust between residents and police, Dominica can disrupt these networks and reduce crime in the long term.

Blackmoore also acknowledged the role of social and economic conditions in crime prevention, highlighting the government’s investment in job creation programs, youth development initiatives, and community policing strategies. He said these are all part of a holistic approach to creating safer communities where young people have opportunities beyond criminal activity.

As Dominica moves forward, Blackmoore called on all citizens—from community leaders to parents and business owners—to become proactive partners in crime prevention, encouraging a culture where everyone takes responsibility for the safety of their surroundings.

The peace we saw during Carnival is a reminder that Dominicans are capable of working together to create a safe and vibrant society. If we can do it for Carnival, we can do it every day.
