Public Consultations on Electoral Reform Commence on Monday, August 14, 2023
A series of public consultations on the review of the electoral system in the Commonwealth of Dominica, conducted by Sir Dennis Byron, will commence on Monday, August 14, 2023.
The first consultation is scheduled for 7pm at the State House Conference Center for members of the legal fraternity; and the second for representatives of political parties and independent candidates on Tuesday, August 15, 2023 at the same venue and time.
Sessions are also scheduled for members of the public service, trade unions, business associations, youth based organizations, sports associations, and the media; as well as for medical professionals, engineers and contractors and managers of financial services, among other groups.
Representatives of the Organization of American States (OAS), The Commonwealth, CARICOM and the Organization of Eastern Caribbean States (OECS) will participate in the consultations, on the invitation of Prime Minister Hon. Roosevelt Skerrit.
Sir Dennis Byron submitted his final report on Monday, June 12, 2023 following a comprehensive review of Dominica’s electoral system and processes.
Participants will consider the Phase 1 report, which includes a draft Regulation of Electors Bill 2023 and a draft Registration of Electors Bill 2023, and the Phase 2 report which consists of:
- The draft House of Assembly (Elections) Bill 2023
- The draft House of Assembly (Electors) Regulations 2023
- The draft House of Assembly Election Petition Rules 2023
- The draft Electoral Commission Bill 2023.
The consultations are scheduled to run until Monday August 28, 2023 with sessions planned at the community level and with members of the Diaspora to ensure participation from a wide cross section of the Dominican society.
