Suspension of Elective Surgeries at Dominica China Friendship Hospital Under Scrutiny

In response to the unauthorized suspension of elective surgeries at Dominica China Friendship Hospital (DCFH) due to medical supply shortages, Health Minister Cassani Laville has called for a thorough investigation. Laville expressed his astonishment and concern, especially since the decision directly affects patient care and was made without proper authorization, consultation, and approvals.

Hon. Cassani Laville has called for an investigation into an unauthorized memo, issued by Dr. Ruby Blanc, the hospital’s Medical Director, cited a shortage of essential medical supplies like pethidine and spinal needles as the reason for the suspension, starting January 15, 2024. Lav ille expressed deep concern over the memo’s release without proper authorization, consultation, and approvals, emphasizing the importance of following established guidelines.

The issue came to light through social media, catching Laville by surprise, as recent meetings with hospital management, including with Prime Minister Roosevelt Skerrit, did not mention this development. Laville criticized the lack of communication and oversight in managing essential medical supplies, highlighting the absence of documented decisions or recommendations leading up to this decision.

To address the situation, Laville outlined several key actions. He mandated the implementation of an electronic logistic

management system by February 16 and insisted on holding responsible agencies within the ministry accountable. Additionally, he called for a meeting with the hospital’s board, CEO, and Medical Director to investigate the unauthorized issuance of the memo, examine failures in communication and oversight, and establish documented progressions for decisions related to stock shortages.

Laville clarified that the suspension does not apply to all surgeries but primarily affects non-urgent procedures that can be postponed. The meeting he requested aims to prevent similar incidents in the future and ensure the Ministry of Health’s commitment to quality medical services remains accessible to all.
