Job Description
A vacancy exists within the Office of the National Authorising Officer (NAO) for the European Development Fund, for the position of Programme Officer.
The successful candidate will be expected to perform their tasks in a dynamic and proactive manner, in accordance with European Commission (EC) procedures:
General Duties and Responsibilities for All Positions:
- Assist in the planning, co-ordination and administration of all aspects of programme management in designated sectors through the provision of technical input and guidance;
- Undertake regular liaison with the NAO, office staff, EC Delegation, line ministries, project managers, public/private sector representatives, civil society and other relevant agencies for the purpose of project/programme monitoring and co-ordination;
- Enable tendering procedures as per Practical Guide for European Union External Actions through the appraisal, preparation and submission of project dossiers; and in the issuance, examination and award of service, supply and works contracts;
- Prepare and submit reports in addition to carrying out any other tasks requested by the NAO
Responsibility
- Conduct sector analysis to guide Government policies and strategies and to inform performance assessments relating to EU Project operations;
- Assist in the assessment and analysis of the impact of EU funding on key sectors and programmes of interest;
- Development and maintenance of an appropriate Monitoring and Evaluation System for the implementation of the project portfolio of the Office of the National Authorising Officer;
- Monitor and supervise the implementation of assigned projects;
- Advise the NAO on project implementation matters
Experience and Qualifications
- A post-graduate degree or equivalent in development programming – Economics, Project Management, Monitoring & Evaluation, or related, relevant discipline;
- Specialised training in project design, appraisal and management;
- Experience in the development and maintenance of a Monitoring and Evaluation system for programme/project implementation;
- Five years' professional experience;
- At least three years' experience in supervision or implementation of projects;
- Experience with donor-funded projects would be an advantage;
- Knowledge of public sector procedures would be an advantage

The dedicated office of the National Authorising Officer (NAO) for the European Development Fund (EDF) in the Commonwealth of Dominica was established in October 2000, with Technical/Programming and Administrative staff.
The overall objective of the NAO's office is to ensure the effective and efficient implementation of programmes funded by the European Union (EU). This is especially critical in light of the Post Lomé 'Cotonou Agreement', the recipient state must ensure funds are effectively committed, disbursed and implemented at the risk of losing allocations to other more 'efficient' ACP countries.
The position of National Authorising Officer (NAO) is outlined in Article 35, Chapter 6 "Management and Executing Agencies", Annex IV Implementation and Management Procedures of the Cotonou Partnership Agreement between the European Union (EU) and the African, Caribbean and Pacific (ACP) States.
The Article provides for the appointment by each ACP State of an NAO Officer to represent it in all operations financed by the resources of the European Development Fund (EDF), managed by the European Commission (EC).
The NAO of the Commonwealth of Dominica is Miss Marjorie Carleen Roberts. The NAO is the official signatory to all operations financed from the Fund resources managed by the Commission and the Bank instruments available to the Government of Dominica and is by implication legally responsible for overseeing all cooperation agreements and projects that arise from these instruments.
